A bligh is a small $10 "loan" from bmobile in the form of credits to your prepaid mobile account. When you request a bligh, $10 is credited to your prepaid phone.
The next time you purchase and activate a bmobile phone card on your phone, the $10 plus a $1 service charge is deducted. So the other time you buy a 100$ phone card, you get $89 because the bligh is being paid back.
