Can the Prime Minister declare a state of emergency (SOE)?


Does the Prime Minister of Trinidad and Tobago have the power to solely declare a state of emergency, or does he/she need the President's approval?

No the Prime Minister does not have the sole responsibility to declare a state of emergency. The President has the sole power to declare a state of emergency and in the event of this office not being able to, can then pass or give the approval to the Prime Minister.
